Operating as part of Homeland Security, it is a powerful agency responsible for much of the less-than-stellar activities of the U.S. government. ==Background== Between 2027 and 2052, the Federal Emergency Mobilisation Administration was reorganized and renamed as the Federal Emergency Management Agency. Former activities of the agency, including the establishment of the network of detention camps throughout the United States and its use of RX 84 to enact martial law have been exposed in tabloids, but the claims have been largely dismissed by the public."FEMA, the Federal Emergency Management Agency, has a top-secret plan to detain and quarantine as many as six million Americans at secret “Detention Centers.” Top-secret government documents received by the Midnight Sun from highplaced sources reveal the existence of the plan, codenamed “RX 84.”
According to the documents, the RX 84 plan provides for the “apprehension and detention of citizens deemed to be dangerous to the continuance of public order.” The documents do not give the locations of the camps where detainees are to be taken, but they do reveal that there are at least 11 sites worldwide, with a total capacity of up to 6 million in all camps combined.
The plan kicks in in the event of an “emergency,” which the documents define as “invasion, concerted military strike, civil disruption, natural disaster, pandemic or other condition deemed an imminent threat to the safety and stability of the country.” Once an emergency is declared by FEMA, the police and National Guard are to be mobilized to conduct sweeps through designated areas, rounding up the citizens under the guise of sending them to “aid shelters.” The detained citizens will then be loaded on trucks and trains commandeered from civilian industry, and transported to the Detention Centers. Once at the centers, the detainees would be screened. Those deemed a threat to public security would be imprisoned, and the rest released to return home.
The Midnight Sun turned the documents over to respected Libertarian author and activist Sander Benedict for his review and analysis. In an exclusive interview, Benedict told the Sun that rumors of RX 84 had been circulating for years, but he had never before seen the plan so well documented. Benedict said he believed the documents were authentic, not counterfeits or hoaxes.
“The particularly disturbing aspect to this plan, even above the arbitrary arrest and imprisonment of thousands or millions of citizens without charge or trial,” Benedict said, “is that FEMA, specifically FEMA director Walton Simons, apparently has the power to initiate the decision unilaterally, without the authorization of any of the three branches of government.”
Benedict pointed out an allusion to the “Fawkes option,” in the documents. Although the term was not defined, Benedict said “we—that is, those of us concerned about government tyranny—have heard rumors of this plan for years. It’s believed that the Fawkes option involves the apprehension and imprisonment of any members of Congress, the Supreme Court, the administration and even the Philip Mead|President himself, should FEMA come to believe them a hindrance to their plans.”
Benedict says that his sources indicate that the plan “encompasses mainly politically active racial and religious, as well as students and intellectuals. Of course dissidents, social misfits and those the government considers “troublemakers” will be specifically targeted as well."
FEMA TO DETAIN SIX MILLION AMERICANS, Midnight Sun
The new FEMA is explicitly tasked with handling responses to natural and domestic disasters within the United States. After a blackmail performed by Bob Page, Walton Simons took over as the director of FEMA in order to further MJ12's goals of a New World Order. This let FEMA gain significant power, taking control of smaller organizations such as UNATCO, and allowed them to control the media and transportation. They are capable of imposing curfews on more populated cities, and have their own private armed forces to help enforce their laws. Throughout Deus Ex, FEMA takes an unusually aggressive stance against terrorism and rioting in cities such as New York City|New York to improve their public image and excuse their extreme actions. By the end of the game, they either kill or force certain individuals within UNATCO to resign if they are too experienced, or otherwise not naive enough to follow MJ12's orders entirely faithfully. Many of MJ12's MJ12 Trooper|Troopers, MJ-12 Commando|Commandos, MiB|Men in Black and WiB|Women in Black work for FEMA as a public front for MJ12's normally covert actions. During the events of Deus Ex, Walton Simons may die, depending on the players actions. Concerning the 'Universe' - is this supposed to be a revelation? - modern day game developers fully flood every facet of entertainment with their product, assuming that it has a rich enough story. Look at EA/Bioware and their title Mass Effect - 3 games, 4 books, 3+ comic series, and maybe a movie. With Square Enix's acquisition of such a well known franchise as Deus Ex, did anyone really think they'd leave it to only one game? - of course not; there's already another 'game' (the Fall), a comic series, and a book. This big announcement is just a promise that they'll continue their Deus Ex binge, as any 'good company' would anyways...which is fine by me, as long as they don't seemingly unknowingly ruin their product in the process, as many others have done before. My one hope is that this is mostly a commitment in keeping tabs on consistency (looking at ME; 4th book, 'thermal clips', etc. ), as it may be particularly hard to keep it all in-line (see below).



Concerning the new game - it worries me. First, they made a really great game that unfortunately had to be a prequel, so while they had plenty of fun creating this wonderful point in time, they had to figure out a way to remove most all advancement by the end for the sake of continuity in relation to the original game - and as it's arguable how well they did, one wonders how well the 'Universe' will pan out. Then, they made another game called 'the Fall' that, as far as I can tell, is a copy/paste of HR with a few pronouns changed - supposedly nothing unique, and nothing original, somewhat understandable as it was meant for a different medium, but will this new game just feature more of the same? So now, they likely have to fit another game in what has become the very tight space that they left themselves, trying to create something that is similar enough to both games to be connected, but unique enough for some unexpected original content to shine through, while maintaining the story that we all care so much about. Sounds almost impossible...but I'm hopeful.



Afterthought: I wonder why the revealed concept art is titled Golem...?

You making another blog post about it, and then posting it in the comments of a possibly unrelated news blog, isn't productive. As it is 'news' worthy, and you seem intent on getting it into the news column, just wait for an admin to make it so...or contact one directly if you're that insistent, but please stop creating multiple copies all over the place.

In the words of David (Anfossi) this "Universe" is a concept in which "create an ongoing, expanding and connected game world", but if are included in DE: HR, the comic books, DE: Icaurs Effect and DE: The Fall I can not say (though probably yes). I disagree about your vision of HR because as prequel to the original Deus Ex had, for narrative requirements, have structural limitations and, by the way I think, the factor continuty did not kill anything.

HR has laid the foundation (chronologically) of the world of Deus Ex and the new game will explore all the consequences and events that bring the world to the brink in 2052, thus introducing new mechanics for a new gameplay!

1) I think your comment on your blog was in reply to mine, yes? - might be good to reply directly to my comment instead of commenting on the blog to reduce confusion. :) And I agree that my view of HR is a unique one and no-doubt flawed...but meh.

2) As this is most certainly a big news item (nice find, btw), it should likely be posted as a new article, and thus be added to the 'News' category - you, as either the creator or an admin, should be able to do that (either by adding the category, or deleting it and reposting under the front-page news ticker - 'add news').

3) If you check the 'wiki activity', another user reposted your story, seemingly trying to get it on the news ticker...as you've already made the post, it should be ok to delete their blog...if you don't mind.

1) yes, my comment was in response to yours but since this is a public blog post I do not think there is a need to respond directly in your notice board. We also give other users a chance to have their say... I respect your vision of HR, I'm an huge fan of the first Deus Ex, which I think is the best, and some mechanical of HR bother at first but the title has its own "why", so! ;)
2) I thought I had put the category "news" when I created the post but no, thanks for letting me know :) ...

Sounds interesting. It's the PC sequel I'll be keeping an eye out for. Eidos Montreal did a fairly good job on ''Human Revolution'', so hopefully they can make something of it. I've always wanted to see the state of the world between 2027 and 2052.
Really liked ''Human Revolution''. Looking forward to this if it will come to consoles. Which I pray it will. :)
Also I'm interested in the period ''2027-2052'' ... many important events happen for example in the '30s: the earthquake on the west coast, the cure for AIDS, the subsequent acquisition of the Versalife from Page Industries, the coup of Majestic 12 against the Illuminati and the birth of NSF ... a lot of meat to the fire;)
